Abstract

Following the September 11 event, the U.S. preemptive wars in the Middle East and differences among the great power over the U.S. attack on Iraq within the UN Security council, UN Secretary General, Kofi Anan, made some suggestions for reforming the UN charter.

The necessity of reforming the UN charter indicates a new era in international relations which is distinct from the previous one characterized by "bipolar system and "balance of power and terror". This article tries to examine the suggested reforms of the UN charter. While mentioning the weaknesses of the suggested reform, the author studies challenges facing the great powers in this new era regarding the UN structure.
